Sounds about right to me. Otherwise, you'd be fighting reactively, which would automatically puts you at a disadvantage.

To win everytime, strike as soon as you sense intent.  If they move or flinch - you're too late  Roll Eyes and good as dead - kinda like a kipper on the breakfast plate.  To wait until they flinch, they have reacted and you have already attacked - as I said, intent.  If you have misread, well too bad  Wink! Ta!

the intent of everyone in the world is to gain the upper hand at all times, so if we strike on intent, then we would always be fighting.

I gather you misread the "intent" part....never mind.  As for everyone wanting the upper hand, not always the case.  It is best to keep one's values to oneself and not place them upon others - ta... Wink

in the traditional dojo's of Okinawa, it is the INTENT to have the upper hand at all times. I live my life as if I were in a dojo at all times,.....the late Grand Master Hohan Sokan said that it would be best to live that way.

As far as values,.....When you are confronted, the best way to gain the upper hand is to place yourself in their shoes, so if that means putting my values on someone,.....oh well

I never heard of someone entering into a conflict to lose, without some motive to ultimately win in the end.

I think you're just using a different meaning of the word "intent" from the one highlander is using.
